• The management system of irrigation systems in Iraq is very hard because more than (72%) of the water comes from outside Iraq.
• The major control system of flood of the Tigris River is composed of two installations, namely Samara Dam, at the entrance to the city of Samara from the west side, and the Tharthar Regulator; both established and located on the Tigris River. The purpose of this system is to control the flooding of the Tigris River and to transfer surplus water to Tharthar
. • There is also a hydroelectric plant, which was established in 1973 for the purpose of benefiting from the amounts of water released from Samara Dam in generating electricity.
• Samara Dam and Tharthar Regulator have three major branches:
a. The canal of Al-Is’haqi Agricultural Project: it is an irrigation canal, established on the location of an old irrigation canal, takes water from Samara Dam and provides irrigation to the region extending to the south of the city of Samara to the city of Taji, and feeds an area of not less than (420000) donums of agricultural land.
b. River Al-Risasi Regulator: it takes water from the dam and feeds a limited area north of the city. The location of this river is historic, where it was a huge irrigation project extends from Samara to the city of Kut. A small part of it is revived so far.
c. A third canal directs water towards Tharthar
